Stutter is often not a hardware issue, but ensure your system is running in a high performance power mode. The OS will default to a balanced power mode which can clock the system down slightly when inactive which may happen while it is in use.
Ensure your graphics card's power saving is off, I do not know how this is achieved in the nVidia control panel, but there may be a power save option, turn them all off and see if stutter occurs then.
Otherwise stutter is often caused by something else on your system doing something every so often taking CPU/GPU time away from the game. This is often a antivirus/antispyware or firewall. Turn off your firewall, antivirus and antispyware. Also turn off any other applications, if you have Vista and win7 you can use the resource monitor to check if a program is reading the disk constantly or performing tasks, this will often be the cause of stutter or slowdowns. ------------------------------------- The system issues man. |

Desktops still have power modes.
Control Panel\All Control Panel Items\Power Options; Please ensure you are on teh High performance mode, I believe Win7/Vista default to balanced.
Desktops can have a lower power mode; seems pointless but media PCs can benefit from a lower power operation when idle.
Irregardless of hardware, a secondary program performing an action WILL have effects on the main application, please check the Resource Monitor when playing EVE for secondary applications that may be performing actions, even the most fastest computers will get affected, especially when performing demanding operations like 3D games since the demand often scales with the system leaving the power of the system irrelevant.
This could possibly be latency related, regular fps drops can be associated with the system suddenly catching up on regular basis.
EVE's VRAM requirements are fairly low and the 9800GTX will perform highly so is not a worry.
Seeing as you have an SSD, I may not suggest increasing the Pagefile due to life expectency. But it can be an option to look into.

Windows Vista and Win7 provide a useful tool called Resource Monitor. It shows file I/O, memory access and network access by process. This can help see erratic system use which can cause problems. ------------------------------------- The system issues man. |

Brackets are one of the most major settings you have to set up properly if you wish to take part in medium to large scale battles, the default and even many conservative bracket setups are very taxing on the system and will cause massive FPS drops when in large amounts. ------------------------------------- The system issues man. |

If you are running a SLI/Crossfire system please try it without it enabled and run with only a single card.
Also ensure that any power saving options are turned off, especially if you are running windowed mode as the card may be swapping between it's 2D mode to run the desktop and then to it's powerful state when it recognises it is on full load in the 2D state.
